Summary
The file opens with an April 30, 2001 letter from Carol Rosin arranging a meeting and a handwritten note calling it "THE FRENCH COMETA REPORT" and "IT IS A PRIVATE-NOT GOVERNMENT-REPORT." It then reproduces an English translation of "UFOs and Defense: What Should We Prepare For?", described as an independent report by the French association COMETA that first appeared in a special issue of the French magazine VSD in July 1999, with case studies, hypotheses and recommendations; it states that "some UAP Ds do seem to be completely unknown flying machines." A May 21, 2000 Boston Sunday Globe article by Leslie Kean is attached.
Note
Third-party material (COMETA/VSD, Boston Globe) credited; the conclusions are COMETA's own, not a government finding.
