Summary
A cover memo says Paul Nitze asked what the Air Force thought about flying saucers and attaches a note on remarks by General Samford. The attached memo says Samford called the subject "a complete enigma," attributed the increase in reports mainly to improved observation and reporting and partly to publicity, and said "credible observers are reporting the incredible." It says the Air Force views the saucers as a threat "only because they are not understood," and the writer infers that Samford considered a man-made origin remote.
