A translated letter from Miguel Angel Garcia Macias of Veracruz, addressed to a U.S. "Commission of Scientific Investigation," lists his claimed inventions and sets out an idea for "stratospheric aerostats" or flying saucers that he believes the United States builds using atomic force. The Spanish original, drawings and a March 16, 1950 Mexican newspaper page headlined about the first photographs of a "Plato Volador" in Durango follow.
