Summary
AARO says it learned of KONA BLUE through interviews in its historical review, where interviewees described it as a DHS compartment "established to protect the retrieval and exploitation of "non-human biologics."" AARO says KONA BLUE "was a Prospective Special Access Program (PSAP) that had been proposed to DHS leadership but was never approved or formally established," and traces the proposal to the DIA-managed AAWSAP/AATIP program. AARO states that "no data or material of any kind was ever transferred to or collected by DHS under the auspices of KONA BLUE."
Note
Undated one-page AARO cover history for the DHS KONA BLUE release (AARO-005); it also says the DHS Under Secretary for S&T "established KONA BLUE as a PSAP" in 2011 before the Deputy Secretary directed its termination.
