Summary
This is a DHS release package with a February 5, 2024 cover letter from Acting Deputy Secretary Kristie Canegallo to Deputy Secretary of Defense Kathleen Hicks, declassified proposal slides, and 2011 DHS memoranda on the KONA BLUE Prospective Special Access Program. The cover letter says KONA BLUE "was a DHS prospective special access program (PSAP) terminated on February 10, 2012" and that no further DHS records on it were found. The proposal describes research centers covering data collection, advanced technology, "consciousness," and technology application, as well as a plan to collect biological samples.
