Summary
This is a synthesis of an August 5–6, 2025 workshop that AARO sponsored and Associated Universities, Inc. (AUI) ran. The paper says the workshop "brought together 40 participants from government, academia, and independent research organizations" to discuss UAP narrative reports. Its recommendations include standardized metadata templates, a hybrid AI and human-review approach, systems to triage reports, preserving historical reports, and better public reporting portals.

This is a methods and data workshop report, not a case analysis.
