Summary
A CIA information report, marked "unevaluated information," forwards a translation of an article by Dr. Eduard Ludwig of Santiago, Chile, submitted for publication in a German-language magazine there, titled "The Mystery of the 'Flying Discs,' a contribution to its possible explanation." Ludwig, who says he worked in Professor Junkers' research plant in Dessau under Dr. Bock, rejects "the absurd conjecture that these aircraft originate from beyond this earth" and argues the shining circles may be gas-turbine exhaust from a craft using Flettner rotors. He closes that "the future will show" whether the discs are imagination or "the results of a far-advanced German science" that may have "fallen into the hands of the Russians."

The theory is the author's own, relayed without CIA comment.
