Summary
A 312-page CIA "Official Record Copy" of ATIC's Project Blue Book Special Report No. 14, a statistical analysis of Air Force sighting reports from 1947 through 1952, with coding methods, chi-square tests of "knowns" versus "unknowns," a "flying saucer" model and appendix tables. Its summary gives evaluation percentages for 1953–54 and Jan.–May 1955 reports (the latter "Unknown - 3%") and concludes "it is considered to be highly improbable that reports of unidentified aerial objects examined in this study represent observations of technological developments outside of the range of present-day scientific knowledge," adding "a complete lack of any valid evidence of physical matter." The conclusions also note "it can never be absolutely proven that 'flying saucers' do not exist."
Note
The index says the content was already on CIA's website, apart from a handwritten note on the first page; only the summary, contents and conclusions were read closely.
