Summary
A Top Secret CIA cover sheet and memorandum discussing a dispatch about a sighting of 'flying saucers' or unconventional aircraft. The memo describes two lights that rose vertically and passed above the observers, and appears to conclude that one witness's testimony alone could not confirm the existence of an unconventional aircraft. It also refers to the Robertson panel's earlier findings and to an Avro Aircraft Ltd. project.
