Summary
A Feb. 1, 1965, CIA memo concerns a UFO reported near Puerto Rico on Nov. 18–24, 1964, noting a Navy cable in which the commanding officer at Ramey identified the object as a YF-12A, and that ONI was eventually convinced it was not a YF-12A or similar. An 11 Feb. 1965 reply from Donald F. Chamberlain, Assistant Director, Scientific Intelligence, says radar-photo analysis shows "no high altitude ultra-high-speed UFO" north of Puerto Rico in that period, though there were apparently valid tracks of unidentified aircraft near the Atlantic Fleet Weapons Range on Nov. 16, 17, 18, 19 and 24. It concludes the Nov. 19 object "was probably a delta-wing fighter" with higher climb performance than the F-8C, notes the USS Gyatt was within MiG-21 range of Cuba, and says there is no evidence either way of MiG-21 reconnaissance.
Note
The CIA's own scientific office downgraded the "Mach 3 UFO" to a probable fighter, possibly a reconnaissance flight.
