Summary
Witness 4, a federal agent, describes a bright ball of light over a hillside just after sunset, then many orange lights, some seen only with night-vision goggles, including bright lights that appeared to shoot out smaller lights "as if being hatched" at least five times, and nine evenly spaced static lights above a ridgeline for 30-plus seconds. The next evening the agent saw the same phenomena plus white trails the witness calls "chemtrails," one of which made a U-turn, and a string of lights resembling a Starlink deployment. The memo also describes a static, hovering object with a red light between two ridges and, months later, a yellow light that moved north to south; a witness sketch is included.
Note
Several of the comparisons (shooting star, falling flare, Starlink) are the witness's own; no instrument data is cited.
