Summary
This five-page Project Blue Book photo file holds a cover sheet ("Files 1377 & 1415," Tremonton, Utah, 2 photos) and a card recording that CPO Delbert C. Newhouse, driving on a highway, saw a group of objects "milling about in rough formation" after his wife noticed them, with no reference points to estimate speed, distance or size. The card gives the possible explanation as "pillow balloons or birds," with a question mark added by hand, beside a photo captioned "Pillow balloons." A General Mills Research Laboratories photo of pillow balloons carries a handwritten note that such 2-by-2-foot balloons, against cloud or an adverse background, "could give a 'saucer' appearance."
