Summary
A one-page memorandum from R. W. Hale to Dr. Welsh reports a meeting of more than an hour on May 28 with NASA's Frutkin, who was "now very negative on the project" on fragments. It lists Frutkin's views: no public announcement was now needed, an Executive Order or White House statement "would scare people needlessly," DOD and the Air Force wanted to use NASA as a "cover," and NASA would oppose sending legislation to Congress because of "the harmful debate it would touch off."
Note
"Foreign materiel" here means space-vehicle fragments.
