A 72-page LBJ Library folder titled "Space Vehicle Fragments – Responsibilities and Procedures" holds memos, drafts and withdrawal sheets on which agency should receive and identify fragments of space vehicles. Items include an Oct. 17, 1962 telecon backing NASA's designation, Nov. 1963 National Aeronautics and Space Council memos from E. C. Welsh to agency representatives circulating draft "Guidelines for Interagency Handling," and a NASA public-response text on possible fragment impacts from an SA-6 booster.
